This question comes up all the time. There is a lot of good insight already provided here, so I am sure you have a list of things to try.
I can simplify your efforts to some extent. First, you have to sink that ***. Too often people think you just weight one side or do this or do that an it will magically happen.
First thing to do is sink the *** so that the entire swim deck is under water. If this requires more weight on the non-surf side then do it, if it requires a fat sac on the swim deck, then do it.
Once you have sunk the swim deck, then you can play with the amount of ballast side to side, forward and back, and the taps and speed to get the form and length you desire.

I have an RZR as well and have the wave dialed in pretty well on mine. With the small boat I've found that any offside weight just washes out my wave. The game changer for me was putting the little 350 under the seat on the port side. They have custom locker sacks that go all the way under the seat so if you can get your hands on that then great. If not throw this little guy under the seat. Here is my setup:
-fill the front competely
-600ish in the locker (oversize aftermarket bag plus hard tank)
-350 under the side seat
-750 On the side seat if only 1-2 passengers
-Taps at 3 (4 gets me steeper but 3 makes it nice and long)
My die hard Malibu fanboy buddy swears my little 20 footer has the best wave on Lake Austin, but he rides the hyperlite Landlock beast of a longboard so who knows if he can be trusted
