I have a 2009 RZ4 with the same setup. I normally just fill the side I am surfing on and set the taps to 5. That is if you have a few other guys on the boat. If not you will probably want to add another 4-500 lbs on the surf side. I had a few guys in the boat this weekend and also added a fat-sack, but it was actually better without the additional weight. We have been very happy with the surf wake.
Forgot about that. I normally go about 9.8. That seems to be a good speed. You can play a little with the taps and speed, but 5 on the taps and 9.8 seemed about right for me.
For what it is worth - I had a hard time setting up my RZ2. Here is what I found to work the best for a regular foot surfer. Fill up the rear 250 lbs surf side factory ballast tank, add a fly high side sac (370lbs) under the seats, and a fly high surf sac (in the v-locker 400lbs) - this is a total of close to 1,000 lbs on the surf side. I found this got the boat down in the rear and lisping to the sur side which produced a nice wake. After experimenting I filled the front tanks half full which legnthed the pocket.
I run about 10.6 with taps between 4-5 with this configuration.
