I have an 03 21i that has a slight crack in the first bend of the right side exhaust pipe under the engine and it leaks water into the bilge. Can this piece be removed and welded by a welder or is there a better wat to fix it? Thanks.

By alignment I assume you are saying that when you are driving straight the wheel is off to the left or right.
Under the dash there is a rod that connects to the steering wheel. Set the wheel to where the boat would drive straight. Remove the rod by 4 bolts. Adjust the wheel so its centered and re-attatch the rod. And then It will be straight.
here is the rod im talking about, You remove the bolts in red.

By alignment I mean that when the boat is tracking straight I am fighting the wheel and if I let go it will turn violently to the right. I know the steering cable was replaced prior to my purchase so I assume it has something to do with that not getting aligned properly. Do I follow your same procedure of removing the rod and re-attaching it once I know my wheel and rudder are straight?

This can be fixed by grinding down one side of your rudder, but that is highly not recommended.
If the steering gets very tight, to the point where the wheel is difficult to turn even at idle speed, then your cable needs to be replaced. Yes, to remove the cable you do have to remove that rod but also you have to remove it from the rudder.Common Sense is not so Common
