Throttle slow to engage

I have a 2002 21v Limited and when I engage the throttle it seems slow to engage. The problem surfaces at really slow speeds (just above idle) and when I pull someone out of the water (it's almost like the engine slips out of gear).

I don't know if this is a transmission problem or what. Any advice would be helpful.

Check your transmission fluid level. If it's low, I think it acts like that.
