Taps is broken! Am I crazy?

Well, I cannot find any leaks on the system of my 02 21i. The rams look good, the fittings look sharp, and the resevior is towards the top of the recommended fill line on the pump. When i hit the switch, the pump acts like it is really pumping away, sounds fine, but no movement on the plate. I saw that someone mentioned air in the lines. Could this be the problem? Wouldnt the thing still move some?

    HELP!!!! and thanks

What does taps stand for anyways?

The system is self priming, so once you've run it up and down a few times you're done.
I had to replace my pump a few years ago(long story). The replacement had a split in the tube right below the pump, which would cause it to cavitate. It would sound like it was pumping great, and the plate would go up fine - it just wouldn't push it down. It drove me crazy for a few days until I found the split. Check the tube that sticks down from the taps pump into the resevoir.

Air in the lines is my first thought also. I would also unbolt the plate from the ram and make sure the hinge moves freely.
