We just replaced the O-rings inside the actuator on my buddies 99 due to water getting into the hydraulic fluid and causing his to hang up.

Sounds to me like it is low on fluid.
      Oh Yeah!

Do the easiest stuff first. Pop the cap off the pump and verify fluid level. One screw on top of the pump cover.

I put fluid in and it still does nothing should the motor make a noise when taps is going down?

Yes, it should make a noise in both directions.

So maybe bad switch? Or is there two sets of wires 1 for up and one for down

Possibly. I'd have to be looking at one to remember but believe it's a four wire at pump. Black is ground. If you look at solenoid that's attached to pump that color wire is obviously for the solenoid switched voltage. Other two colors in harness will correspond to the switch. There's usually a connector near the pump. I find it's easiest to use t-pins and sneak then into the connector and probe those with voltmeter.

Check for voltage when switch is put in both positions and verify it has a good ground. If no voltage back up to switch and check voltage there. If good voltage and ground and no pump activation pump is bad.

If you take apart your handle be careful with the switch. Some have soldered connections at switch that aren't the greatest. If you break it you will have more work to do.
It's possible this is what's happened already and that's the open in the circuit causing you grief.

                Good luck
