Sometimes when I go to start my boat in the river, it will not spin over. If I bump the throttle handle both directions, it starts. Not a good feeling when it does this in the middle of a busy river. Any neutral safety switches I can change or check on the motor/trans or behind the handle?

You should have a neutral position switch on the transmission. Check it with a multimeter. It's the only wire that goes on the transmission.
I guess also check that neutral on the throttle gives dead neutral on the transmission too.
Probably other wiring on the v drive though. I based this on an 06 20i
I assume it doesn't turn over at all rather than failing to start but cranking?
