Taps is stuck down

Please help! I have a 2000 21i. We were done wakeboarding and heading back to the house last night. While I was accelerating I was dropping the Taps at the same time from 8 to 1 and then tried putting back up to 2. Taps would go down fine but would not go back up. I drove around a little more and it started to work again for a minute but then would only go back down again. I can hear the pump trying to go up and you can hear the strain when you push the button down.
Does anyone know what's happening here? I wouldn't mind so much if it was stuck in the up position but this might ruin my whole weekend/summer. Also, unfortunately I have no means to take the boat out of the water until the end of the summer.

Did you check the fluid reservoir for adequate fluid? I'm not sure where your pump is located. Mine, on my 97' 2150, is in the compartment behind the passenger seat, under a carpeted box.

Sounds like you need to add some ATF to the TAPS.

I recently bought an '02 22I and this weekend had the same issue. Does anyone know where to add the ATF on my boat? I would like to try that myself before trying to schedule time to take it into the shop.

driver side all the way in the back is where most of them are.

It is under the seat that you step over to get to the front of the boat. You can get to the pump from the access door by the drivers feet.
