I replaced my impeller on my new to me boat (09 tige 22ve) for the first time last night and I'm glad I did as the impeller was completely shot but I'm having issues trying to get the belt back on. I have loosened the belt tensioner but I still can't get the belt around all of the pulley's as there isn't enough slack. I must be missing something here but I can't figure it out. Any ideas?

Serpentine Belt Tensioner?

First time I replaced my impeller I couldn't get the belt back on, either. I finally figured out that applying a clockwise torque to the bolt head in the center of the bolt tensioner will lever it down to allow the belt to be placed back on. Just seemed counter-intuitive to me that "tightening" the bolt actually provides the slack. But then, I am generally a mechanical moron.
If you are already doing it this way, then I don't know what else to suggest.
