I have an 01 2300v that when you let go of the steering wheel it pulls to the right and turning to the left is extremely hard and tight. Is this a steering cable issue?

The 2300V naturally pulls to the right, but the turning to the left is extremely hard is a new steering cable issue. I have heard that they pulled to the right to help the driver keep a straight line for slalom skiing as opposed to a neutral feel where you may wander. You can grind down your rudder (I believe the opposite side - do a search on this forum to find) to make it not pull to the right. I think if you just change your cable you will be satisfied. I needed to change the cable and the front steering system since my 2300v cable is no longer made. You may have to do the same. There are many good "how to" posts on replacing your cable.
