If you want to salvage your cable for a lil while. Turn your wheel so the rudder is at full lock with the cable exposed. Clean it, and spray lubricant on it. I use wd-40 which probably isnt the best but It loosens up my cable when it sticks. The steering will keep locking up if you let it sit but the wd-40 will give you time to change the cable out.
on a side note, if you get your steering loosened up, you don't have to worry about it locking up while driving or anything. It will only lock up if you let it sit and corrosion gets to it.

Or are you talking about the cable? You should be able to contact the dealer and tell them model and year of the boat and get a part number for the cable. If not pull it out, the part number is on it somewhere.
