Taps problem

I have a 2001 21i. I've noticed that the Taps will go up to 7 but will only go back down to about 3 on the instrument. We tried to barefoot the other day but the boat kept bouncing at top speed. Has anybody had this problem? My thought is that it might be low on fluid. Here is another dumb question probably, but what type of fluid is used.

It uses automotive ATF fluid.
