I bought a pre-owned 2019 R23 last fall with 150 hours on it. I love the boat, but the steering is so stiff it has to be muscled with both hands. Is it possible the steering cable needs replacement already?

It's certainly possible. Have you looked under the boat at the rudder or in the boat at the rudder to make sure nothing is bound/wrapped? I replaced mine a few years ago and it is starting to get stiff again so if the boat is 5 years old, I'd say there's a good chance the cable needs replacing? Is there a Zerk fitting on your rudder? I thought some had that for lubrication.

I removed the cable from the rudder and checked both. Hit the zerk a few times and the rudder effort significantly decreased but cable was still a little stiff. So I removed rubber boot on end of cable and packed a syrup like mix of oil and grease in there while having someone work the cable. Then replaced the rubber cap with new zip tie and also placed a smaller zip tie around the other side of the grommet to help “seal” against the shaft. After giving some time for the greasy concoction to work its way down the cable, it returned to butter smooth. Might be worth a shot for your setup before snaking a new cable in there.
