TAPS 2 help needed

I just purchased a new to me 2007 RZ2. While test driving it, the TAPS intially worked, but then it stopped (could tell by the wake not changing as I held the button).

I should start out by saying I know absolutely nothing about how the TAPS works other than that it is hydraulic. I searched and found a billion posts on TAPS not working. My hope to this post it to find some sort of consolidated list of potential problems and how to go about root causing them.

As a side note, when I push the bottom, I can hear something happening, but the actuator doesn't move. I currently have the boat out of the water at my house, so it should be easy to check things out.

Since I didn't get much response, I spend several hours digging through posts. I was able to confirm noise when pushing the switch. The gage going from 8 to 1 when keyed on. When I push the button (up or down), I hear a noise under the dash and the HPU makes noise, but nothing happens on the back. I tried to move it by hand to see if things were just stuck, but nothing. If the pump is making noise but still not moving, does that mean I have an actuator issue? Is it possible for it to still be electrical if the pump is turning on?

Any suggestions on what to check next or should I just buy another actuator?

I should also say that I checked the fluid on the pump and it was about 4 oz low, so I added fluid last night. That didn't do anything.
