    Replacing TAPS plate

Anyone know how to remove the TAPS plate? The are two rows of screws, the bottom screws back right out, but the top row just spins and will not come out. Am I missing something?

Look for a nut on the inside, Why are you taking it off?

There are rivets that hold the plate to the the mount on the hull of the boat and on mine some of the rivets came out. It allows the plate to flex some on that side, so I am putting a new one on.

the top row is thru-bolted. you can't thru-bolt the bottom row.
