I pulled the anchor this weekend and started driving off to find I had no steering. In the back of the boat I can feel the steering cable moving in the plastic casing when I turn the wheel and then when I move the rudder I can also feel the cable moving in the casing. I'm guessing the cable broke back there somewhere? I have a 2000 21i with the rotary system. Is just ordering a new cable all I need or do I have other problems too?

Unfortunatly you are going to have to replace the steering helm and cable. That is a Morose system on there. They no longer make any of that stuff. Teleflex makes a Tilt Helm and cable replacement for it. My closest Guess in $500.00. The next best thing is to not get a tilt Helm and it is around $300.00. Here is some info on your setup:
Morse Tilt Rotary Helm Command 290 - 310742
drive assembly - 309301
cable, Morse - 304411-000-0204.0 (204 in = 17 ft)
cable, Teleflex - SSC52xx (xx - ft, SSC5217)
I think the tilt part can be moved to another helm.
