Natures Miracle available at most feed stores or online.

Everyone should have some on hand anyway in case a Skunk gets the best of you or the dogs.
Ya clean the area with Natures Miracle.

Then ya scrub it with a shot of Dawn dish soap mixed in a quart of water.

Then a good rinse, then sun dry.
After it's dry;

Keep the boat covered to keep the cats out.

I just got some out of my boat last week.
Amonia Water (Hot), scrubbed in and put a fan in to dry the carpet. WORKED LIKE A CHARM

If in fact it is cat urine then the cheap way to go is rubbing alcohol. It neutralizes the acid in the urine & gets the smell out. Works on skunk smell too.
