I'd say the engine manufacturer did it. Why, I'd say to insulate from heat maybe...not really sure tho

Actually Mercruiser put that housing on as the engine is installed as a unit. To get that silly housing out of our boat I had to take the side panel bottom rail out. To get the rail out you have to take out the rear panel and the little front piece of the side panel. What a pain! The plastic housing comes out easy enough, getting to it is the pain. The 2 pieces of the housing snap together. I don't really know why it needs the housing. I put it back on, but next time I may leave it off.

You would think you could just pop the pieces apart and slide the bottom part off. Sounds like the hammer may be the best option. I will let you know if it causes any problems.
