I think it is for the rear bench seat back. I believe the seat back is movable to make it into an observer's seat?

I would say it is what are called, "sky box seating." Like Chpthril said, they make your rear seat facing the stern instead of facing the bow. That way the rear seat passengers won't miss any of the action.

I think the seat back becomes the bottom and the bottom becomes the seat back for the "sky box" seat

Did you see the rest? It looks like the seat back becomes part of it too.

It looks exactly like the stadium seating brackets that I had on my '01 21i.

It can be a little awkward to put together, but everyone liked it. You take the back seat bottom and turn it around. Your legs still hang over the same side of the seat cushion. It sets on the bracket and is kind of held in place by a rubber clamp (I don't know the real name of the part- its the same rubber pieces that are used to store the white navigation light pole) on the bottom of the seat. The back seat back is lifted out of its place with the rear hatch open. Turn it around too and drop it onto the vertical posts on the brackets. Each metal bracket should have two pipe pieces sticking up if the seat was put on right.

The back cushion will rest against the engine cover, leaving about 18" of leg room when you use the rear facing seating. On a Tige, you can fit 4 people across, they have a back rest, and it was used more this way than facing forward on our boat. Try it, you'll like it! The only downside is you have to step over the seat back to get to the back of the boat.

Sounds like it needs to offer a 60/40 split fold-down option.
