I would say yes. Who winterized your boat? There are sometimes locations in the engine area that those plugs screw into during the winter. Or a mechanic will attach them to the keys so you see them before you start the boat in the springtime.
I think that's a Raptor that got the exhaust changed and that is the hole for the exhaust temp sensor but its an older raptor that is running the paddlewheel instead of the dual skin temp sensors. Run it on a fake a lake. Betcha no water comes out of those holes. Or if you don't have a fake a lake stick a screw driver in that hole and see if it bottoms out against the exhaust wall
