Remove and replace broken off brass water pump bolts?

So now 2 of the 4 bolts that hold the inspection plate on are busted on my Johnson f6b water pump. Thankfully the remaining bolts are opposite one another, so I think it will hold- will see tomorrow when I hook up water and run it. Anyone had to remove the entire pump and back the broken pieces out? I notice with the particular pump I have the holes could be drilled thru and maybe rethreaded, but that sounds like a lot of work. Trying to hit the lake this weekend and might be stumped by some piddly dang brass bolts

They should not be tight, have you tried to turn them using a pick or something small?

If they're brass any decent screw extractor should easily grab onto them and back them right out.
