Steering cable vs. stuck rudder

It's time for me to change my steering cable on 04 22i (this will be 3rd replacement, unfortunately I store our boat covered outside, cover fails sometimes)

This will be my 1st time replacing it.

I read a thread somewhere about checking the rudder 1st before replacing the steering cable...

My question...

has anyone found their rubber to be the problem (stuck) and not the steering cable...


I appreciate all the advice on steering cable replacement...

well just found out today its not a stuck rudder...LOL .. onto steering cable replacement.. wish me luck!!!
