How to add hydraulic fluid to a Parker EHA actuator

Hi all,

Starboard side actuator got stuck in the fully extended position. The fill/relief cap was removed in order to get the surf plate up and the cylinder retracted. Some fluid was lost in the process. How do i go about adding fluid?

The relay stuck and that was the root cause of the tab being stuck down.

I have no idea what year boat this is on and what a Parker EHA actuator is. Tige has been using electric actuators for a number of years now.
