taps question

Just bought a 01 21i and a truck ran into back of boat destroying taps plate. Boat shop replaced plate. Now, in the up position, the taps seems to be up too high. Can somebody look at their taps plate and tell me if it's level with the bottom of the boat or is it tilted upward, when in the up position.
