Access tower base bolts

I have 09 RZ2 with the Alpha Z tower. Last weekend in the water I noticed the starboard side tower was moving quite a bit. After checking it out the bolts holding the base to the boat are loose and I can pick it up some. How do I access those bolts. The bolt heads face towards the bottom of the boat. The cushion I have pictured does not allow access to them aside from a 6.5" hole. Also how the hell does this cushion come off?

I think you unscrew the panel where the throttle is and get to it under there.

I was able to get to the bolts with a long extension and swivel by having my smallest employee get to it through the rear locker. You can lay down in there and get to the panels bolts also.
