Drain pump won't activate with TT

I'm sure I already know the answer to this, but I thought someone may give me a head start.

My port rear ballast pump won't activate with TT. It does with the hard 'empty ballast' switch though. I checked the fuse box and the 5A fuse is fine. I assume there is another way fuse somewhere else.... can anyone give me an idea where to start looking?

Side note, I tested my side to side switching time. Not bad:

Did you ever get this figured out. Mine did this last weekend. Tt would empty all except the right rear locker. The hard switch drained it but not as fast as normal. Thanks.
