What's this?

I found this part lying on the floor of the port front compartment in my R20.

Was this part of a build tool? Or should it be connected somewhere?

the factory puts those over the bolts on the inside compartments of the pop up tie down cleats. The clear piece in the middle connects to the other side bolt on the cleat bolt and there should be a rubber cap on it for reference or look at other side cleat you will see how they work.
