If its a paddle wheel first thing to check is to make sure its clean and not obstructed. They can get weeds stuck in there and get build up in the wheel groove on the sides depending on where you ride and if the boat sits in the water. We had a paddle wheel speedo on our Cabin Cruiser that sat in the water. If we didn't use it for a long period it would get finicky. Same airmar paddle wheels the ski boats use. They do also go bad and are spendy to replace. The paddle wheels can also break if you hit something and there is a rebuild kit for the paddle wheel.
I'd start by pulling it out of the socket(where it screws into the hull) and doing a visual inspection. Problems are going to be pretty obvious. Airmar does not sell directly so you need to contact Gemeco, who is the US distributor. When I talked to them they were helpful with trouble shooting. if the problem isn't something obvious I'd give Gemeco a call.
If the speedo doesn't work, then you turn the boat off and restart the boat and it works. I feel like it probably isn't the paddle wheel, and more of a loose connection, or a gauge going out. Does it ever start working after you come to a stop and then start up again? Does your speedo have any other functions (ie temp, rpm, depth) if so are these effected as well, or acting funny. Will it stop working while driving the boat? With it not working is the needle pegged at 0 or showing another speed?
But it is pretty easy to look under your boat and see what kind of condition the paddle wheel is in, and how freely it spins. I would definitely start there. Repair kits for that are relatively cheap...$35 http://www.bakesonline.com/detail.aspx?ID=1652
