Tach problem...Need a little help

I need a little help here......My tach has a steady whine or beep. I am assuming it is my tach, because it blinks from hrs, level, water temp, all the way to air temp. Hell, sometimes it goes completely off. It will do this for a while, and then it may come back on again. Who knows!! The long beep or whine is irritating as hell. I looked for loose connections, but wasn't able to find any. Everything lookes fine to me. Any suggestions. The boat is a 2002 21I Type R.

Also, since I have no oweners manual. In the small storage compartment on the driver side at the back, there is some kind of what looks like to me a pump. It is located under the triangle looking seat. I have no idea what it is, or what it is for.

the pump is most likely the taps pump. as for the beeping, are you sure it's that gauge? could be perfect pass, depthfinder, engine alarm... maybe you drive across town and talk to tige face to face, maybe meet one of the guy's out at phantom lake?
