‘18 R23 Ballast drains and still shows full

Having some quirks on my R23. Twice today. I came back to the dock w/ ballast still set for surf. Went out and they still showed full. And they were bone dry. (Only the back). No water in boat?

Also- boat is having trouble shifting into surf LEFT.
have to turn screen off and reset surf mode
