Leak at Intake

I have a slight leak at the water intake. I don't know if I'm taking on water in other places, but I thought I would deal with this first. What product/sealer would be recommended to seal? Any advice for me as I start to unscrew it all?

It looks like it is coming in between the bottom bolt and the hull. I'm pretty sure it is not coming in through the tube or the top of the threaded pipe. I dove into it. The bottom bolt loosed by hand. I cleaned it out above and below the boat and put in some Marine 3M 5400. It says that it takes 7 days to cure so I'll move onto some other boat issues while I wait to test it out.
