    circuit breaker popped

Disovered today the bilge pump circuit breaker popped and will not reset or return to normal position. Any ideas? pump does not work.

Sounds like the float might be hung up and the pump is clogged with debris from the bilge. I would disconnect the bilge's constant 12V supply (probably the only small wire connected the battery) and then pop the pump loose from it's retainer and see if it's picked up some junk. If so, clean it out, reinstall wire, reset breaker and give it a test.
