Can anyone tell me what this thing is? It seems to connect the two batteries together

Diode type battery isolator. In short, it allows the alternator to charge both batteries, yet neither battery would draw from the other.

Looks like its been collecting water. Thats not good for the unit and has likely taken its toll on the terminals under those boots.

IMO, id toss it, and rebuild the system with a traditional 1/2/BOTH switch or a DCP switch and ACR. We've done it a number of times.
