no power to just emc/battery 15 breaker on circuit board

2005 marine power boat , there's power to the emc 15 and the fuel pump 15 but not the emc/battery15 ! It's preventing the boat from starting. There is no fuel pressure or spark , but plent of crank. 12 volts showing up everywhere , no sign of corrosion at all just no power or signal to emc?

Confused about your problem. Maybe it's boiling down to terminology. When you key from OFF position to IGN position do you hear the fuel pump turn on and run for a couple seconds?? It sounds like you have an issue with a crank position sensor or something like that that is limiting ignition and fuel. Again not sure as I'm not quite getting your problem...
