Electrical motor next to cooler, what is it? 2003 22i

My 2003 22i was in the water this week and there was a rainstorm. The boat bilge must have had to work hard to get the water out and after the rain I checked on the boat and and noticed a sound, sounds like an electrical motor similar to the bilge pump. I have attached a photo. I removed the ice chest and could see it to the right, I disconnected it. It would not turn off and drained my batteries to complete deadness. Once I disconnected it the batteries charged and the boat started again. Does anyone know what this is?

X2, that's your taps motor (pump) in the black box on top and the resevoir is below the black box, behind the gray board. Was this under water? If you plug it back in is it still running? What position is your taps plate? If you plug it back in can you get it to reverse direction with the taps switch on the throttle? In trying to get you to troubleshoot to determine if its a stuck switch on your throttle or if you have something else going on with the relay or motor itself.

Yes I think it was under water, the rain storm made the bilge work overtime and the batteries died. taps looks to be in the up position, if I plug it back in it wines like its trying to do something, it wont ever stop unless I unplug it from power. I will try to engage it in the other direction when its plugged in and see if that helps. Thanks.
