2004 22V Ballast Pump Failure

This season when I put the boat back in the water, one of the ballast pumps was not working. When I hit the switch, it makes no noise at all. My guess is it's electrical or that it merely failed and needs replacing, but you guys likely no better.

What is the best method to go about troubleshooting this? Thanks in advanced for any help you guys can provide me with!

Don't forget to check the cb if there is one in there. And depending on pump type you might he able to replace the guts without having to toss the body too. I know that attwood makes em that way but haven't seen a lot of other pumps. Two cents... Cha ching! I am jealous tho, had the boat out once and then I get the hey, u are deploying until Feb call.
