Taps2 gauge stuck!

Boat is an 04 22v riders edition. After troubleshooting my boat it has the lenco actuator from factory that functions fine. The issue is that the gauge stays stuck at 1 when I power the boat up and goes back to 8 when there’s no power. I’ve confirmed it’s not a gauge issue when I swapped the gauge and had the same outcome. Any help would be greatly appreciated!

Does the actuator respond when you press the trim button? Does the actuator move, or run for a couple of seconds, when you first power up the ignition?
