Volt meter does not work

I have a 2005 22i. It has a gage cluster with the volt meter on the left side. It has power to it under the dash but does not show any volts. Is it a bad gage? how do I test it and where would I buy a replacement? I thought it use to move when I turned the key on before I started it but not sure. All of the other gages do move. Any help would be greatly appreciated.

A volt gauge needs both positive voltage and ground in order to display voltage. If the gauge has both and does not register, it's a bad gauge.
