Fade b/w Tower and Boat?

Does the Tower of Power factory set up allow you to fade the sound between the tower speakers and the in-boat speakers? If so, can you do it from the Tige Touch? I've heard conflicting answers on this.

If the factory system does not allow you to fade between the tower and cabin speakers, could add a WS420 to fix that oversight?

No. You will need a wetsounds ws420 or equivalent to accomplish that.

You could just rewire it at the head unit. I have all my in-boats wired to the front zone and the tower to the rear zone.

It can still be done at the head-unit, but to have it at this convenience at your the fingertips, it looks like you would need something like the fore mentioned Wet Sounds WS-420, or the Kicker ZXM-RLC Dual-Zone controller.
