Since I do finger re implants, if they don't have money for general anesthesia, then they don't have a 200k minimum microscope for the vessels. The OR pick looks like a mid humerus, but it appears to be attatched to the prox hum, not to the chest wall, In order to attatch the arm to the chest you need to anchor the bone. Nothing really to anchor it to. Aint no way under local anesthesia.
