My understanding on absentee ballots is that they are not counted unless needed. For example.

Say there is a difference between the issue or candidate of 1,000 votes and there are only 500 absentee ballots. There is no need to count them as they will not make a difference in the outcome. Now suppose there is a difference of 500 and there are 501 absentee ballots. Now they must be counted as they could make a difference.

At least that is how it was explained to me at one time many years past before barcoding, OCR, and Mark Recognition were widespread.

I voted early two weeks ago. Early voting is the best. Especially when the polls are right outside your office and you can wait until there isn't a line.
