Play the air drums. They are very cheap, quiet, and you can play them anywhere.
Then all you need is some one to play air guitar and you will have a band............
Put your hand on a hot stove for a minute, and it seems like an hour. Sit with a pretty girl for an hour, and it seems like a minute. THAT'S relativity. Albert Einstein
I would have thought lots. But apparently not as much as I thought, since you said you were down in a basement! Does your basement have a window?
Yes it has a sliding door, and one wall has no concrete just insulation and siding. Im thinking to move to another corner that is surrounded in concrete and is underground. Im hopind that will reduce the sound enough that I wont have to drop a couple hundred$$.
I ended up moving the drums to a corner of the basement that was underground and surrounded by concrete foundation. Well They can still hear them...
So I made myself a little booth. Well I just used the stuff I could find around the basement so its nothing professional at all.
I have some cubical walls covered with carpet for one wall, a big quilt for another, and a couch for the 3rd. There is no fourth. What do you think, is it sound proofing at all? I have to test it yet, but I dont think its doing much but all i need is for my neighbors not to hear it.

Looking for fat chicks for long walks, romance, cheap buffets, and BALLAST.
Well, it sounds like you need a room. One of the cheapest forms of sound insulation is the regular insulation you use to keep your house warm/cold. Put it inside of some walls and you're all set.
