They are trying to put this foam concrete to use on highways.
Team A is surrounding concrete barriers with the foam concrete.
2 things wrong here.
1. The is not enough foam concrete to slow the car down to the point where you are actually slowing the crash.
2. This material is not a sponge and wont just absorb the blow, its going to shatter and the car is going to continue its path.
In order for it do be effective they would need more foam concrete in front of that barrier.
Team B. Wants to use a bed of foam concrete in hopes that the tires will sink and it will slow the car down. This is actually the more practical idea.
Problem with theirs is there is too much surface area for the tires to sink in with the weight of the car and the speed its traveling it will just skip over.
For this to work they should implant like speed bumps or gutter type things across the bed so the wheel can slip in the concrete.

I have seen it. Neither one really works. plus that concrete wouldnt last in the rain. they think 2D on that show.....
