Typically you take one, check its compression, and if the compression is good, you do a total rebuild on the magneto, totally rebuild the carb, totally rebuild the lower unit and replace all of the oil seals, and replace the water pump. At that point, and again, if it had good compression, you will have a motor that will go on a boat and run. The rest is just cosmetics...It's not an optical illusion.
It just looks like one.....
