It means taking the written or verbal condition of something, and buying without seeing it. Bought with out a water test in this case.

Oldest GF's son sent his threw the washing machine.

mine was in the glovebox when we took a wave over the bow and after we got back to the dock there was water in the glovebox and my phone was full of it.... the keypad lights still come on but the screen and everything else is toast.
