In OK you don't have to have a jacket unless using a rope... so technically you can get away with it. I wouldn't make people wear em if they didn't want to... most did but just saying...

The ocean is different. Your a lot more buoyant in salt water. You need to get UNDER waves when surfing in the ocean. Floating on top could be a real hazard at times.
