I have mixed feelings about it all. I really do think that the vast majority of top cyclists from that period doped. I just read that, if you include Lance, that 20 of the 21 podium positions from his 7 victories were occupied by cyclists that have either been found guilty of doping or admitted to doping. So I don't feel that Lance and USPostal/Discovery was necessarily any worse than the rest.
And I feel that it is silly for USADA to pursue him at this late a time. For gosh sakes, his last TDF win was in 2005. We all know that doping was common then, what good is spending millions of dollars to attack it now? Let it be.
However, the only good that I hope comes from it all, is a chance to wipe the slate clean. Start fresh. Give dopers a window of time to admit without penalty, and maybe use their confessions and info to attack doping moving forward.

As to why it is still going on - they expected LA to fight them, so when he gave up, they still had to organize all their evidence into a coherent file and submit it to the UCI (international cycling governing body) to make the suspensions and removal of his titles official. They finally just got it all together and submitted it.
