Does the house have a basement? No one builds basements in the Northwest. I guess they make sense where you have to go deep to get below the frost line.

Yes, most houses in MT and Wyo have basements , we don't get the rain you all get.

yep, it's all about drainage here. There are people who buy houses where the property drains towards the house and they fight wet crawl spaces and water issues forever. Good builders spend the money to install pea gravel with perforated drain pipe around the footings of the foundation.
