12.3 is about 75% discharged. Now, if a charge has been attempted and the best you could get was 12.3 static voltage, then yes, its time to think about a new one. Testing with an inductance tester would probably confirm this.

Normal use. Any rechargable battery has a life span. over time, its peak voltage will degrade. In the case of boats, the more we cycle them and the deeper we deplete them, shortens the life span.

I wouldnt put too mush stock in the % of charge shown on a gauge. Not sure where there reference point is. In other words, what voltage = 0%.
