Can the iphone have data DISABLED so they don't just go checking internet, etc. unless they are on wifi?

not with a SIM card in it, from what I've heard AT&T will force a data plan on you if you have an iphone on their network....not sure about other carriers

Verizon does also, My Daughter asks every day about her needing a iPhone.....

Think Verizon is the same way. They told us that they force you to run a data plan for any smartphone, even if you don't want data capability.

ya.. I just got a company iphone so now I'm trying to figure out what to do with my personal one...the only way to give it to my daughter and keep the unlimited data plan intact is to just hand the whole thing over, number included. So for now I carry two iPhones

Yes, if you gave him an ipod touch you can text to other apple products with iMessage if he is on wifi. There are other texting apps that work too but iMessage is built in.

via iMessage or 3rd party apps...me thinks you probably can't text if you turn off cellular data
